Ando’s Factoring Service

Comparing with loans, financing with commercial paper involves a relatively simpler procedure. To execute an acceptance agreement with the bank, one will have to deposit a certain proportion of margin and pay for a small amount of handling fee. Eventually, the bank will extend credit to the drawer within a certain period of time to facilitate better financing, making the commercial paper market a popular and important short-term financing tool for enterprises. As a result of downstream enterprises mostly receiving bankers’ acceptance instead of cash from the upstream enterprises, an enormous demand has been created for discounted bill and transfer in the market.

Invoice and Receivable Financing

The Non-Banking Financial Company-Factors refers to a financial company that provides factoring services. The factoring service is a financial transaction wherein the company sells its bill receivables i.e. invoices derived from a good/service contract made with its buyer to a third party called “factor”. The factor will then provide integrated commercial services such as financing, administer the receivables of the client (seller of goods) and collection services.

The Instrument for Payment and Financing for SMEs

The commercial paper market is one of the earliest developed financial sub-markets in China. Since 1980s in the last century, the commercial paper market has been supporting the development of the real economy, playing a significant role especially as an instrument for SMEs to settle payments and finance for their businesses. Up to the present time, commercial bill has become a mature tool for payment. In 2016, there were a total of 16.56 million transactions using commercial paper as a way to settle payments across the whole country involving 189.5 trillion yuan, proving its very substantial existence as a mean of payment.

Secondly, commercial paper has become an indispensable and prominent financing tool for SMEs. Especially in China, SMEs have struggled to find funding for their businesses because lending institutions often rejects their applications and the financing cost is usually high. Indeed, commercial paper is a lower-cost alternative with high liquidity and, most importantly, more accessible for SMEs. Commercial paper definitely has an advantage in resolving SMEs’ financing problem.

On the due date of the acceptance bill, new holder collects payment directly from the bank will the bill be in effect.

Company A uses the acceptance bill to settle the outstanding payment with Company B; B pays A with goods.

New holder of the bill pays Company B in cash.
